Site has 2 languages English - working perfectly. Arabic version is not - Please Help

I have one site in two languages English and Arabic.

The English site works perfectly and responsively on both the web and on mobile devices.

The Arabic site works perfectly on the web but does respond as it should and does not adapt to various sizes on mobile devices, plus the top navigation bar on the iPhone does not appear.

Can anyone tell me how this can be fixed.
