Bug in reactor that can prevent finishing the level

A synthesis of the bug: If you press the button on the main elevator before you have turned on the reactor, it will permanently register as having low power, even when the reactor is turned on. You can't exit the level and will possibly have to restart the entire game if you have not been making multiple saves.
Another user: The bug is restarting the reactor with the panel setting set to anything other than the elevators. If you restart the reactor with a non-elevator setting, the elevator won’t have power, and you can’t re-restart the reactor with the elevator set.
The solution is to revert back to the auto-save point prior to the restart, but after the selection. You will have jumped off a collapsed set of stairs that you cannot walk back up. However, there is enough debris to the right that you can leap onto, then jump onto the ledge, and return to the control panel to set the correct elevator setting. Then proceed as normal. This worked for me and should sidestep the bug.

Without having reproduced this myself, from the description this sounds like a bug in the map (its entities and/or scripting). Not sure how feasible it is to fix this from code.
Just leaving this here for now so it's not forgotten, I'm not sure if I'll try to fix it.
FWIW, the new multiple-quicksaves feature should at least help going back to the last quicksave before the game broke
