[feature] Ability to update 'out of stock' detection filters without upgrading

I was thinking about https://github.com/dgtlmoon/changedetection.io/discussions/1497

And that it would be a lot more accurate/faster if we could update the rules for the restock detection much like how anti-virus programs update their heuristic databases

then we could have some way to submit updates to just the out-of-stock db, and each rule could be site-specific

Yeah this would be very useful, the site I wanted to track doesn't seem to work properly would be nice to be able to more easily update these

Is there a way to manually add new ones for specific sites ourselves?
