Thanks for the report!

rsfso.sty, tac.cls and zi4.sty may need support here.

But also we should likely have latexml avoid trying to natively load texlive's MPS to PDF converter at supp-pdf.mkii.

ar5iv now can produce some HTML here, largely thanks to the new tikz-cd support (and I am pleasantly surprised some of the diagrams render OK already). More work remains, as per my previous comment.
