I just uploaded https://downloads.bouncycastle.org/fips-java/osgi/bc-fips-2.0.1-SNAPSHOT.jar we found a second place where the OSGI specific files may be causing the checksum to change. Let us know how it goes.
I'd suspect the VM has another version of Bouncy Castle installed on it. I think the above would have to be due to a class path issue "SHA-256" definitely exists...

2.1.0 is in the process of getting a certificate, as that is the case it's only available under the support early access program at the moment. See https://www.keyfactor.com/open-source/bouncy-castle-support/ for details.
Not at the moment, owing to the change in administration (I guess), things seem to be in a state of flux right now.
BC-FJA 2.1.0 has now been released.
In view of @cobexer 's comment I'm closing this one as better to leave in place since it sounds like the real issue is use of an outdated XML parser....
Does not appear to be a BC bug (or at least a current BC bug).
You can remove the use of the error-prone plugin.
