[FR] implement 2FA

Hi,

It would be nice and desirable to implement an optional multi factor authentication in IRIS (using TOTP or Webauthn). There is, to my understanding, no option to do that yet.

Ideally, administrators should be able to disable or enforce MFA globally. An option to disable MFA "per user" should also be given to administrators (for account recovery)
