feat(Governance): Add oneoff test covering Dec. rewards distribution

This pull request introduces a one-off test for the December performance-based distribution. The test verifies that the rewards match the precomputed expected values, advances the system time to the distribution date, and performs sanity checks on both the distributed rewards and the governance state after the distribution.
