feat: [NODE-1806] Include hex encoded measurements

Alternative to https://github.com/dfinity/ic/pull/7407.

A change in three parts.

  1. This PR: Create a new encoded_measurement field, enforcing that it is set for all new proposals, and used by all clients.
  2. #8010: Once all versions are updated, remove the deprecated measurement field, upgrade the proposal check to an invariant. And...
  3. #8011: (If possible,) make encoded_measurement a mandatory field.
