Add a summary to README

Motivation

There is currently no easy way to determine which specifications have been initiated, are in draft, or have been approved just by looking at this repository. Therefore, similar to what has been done in the Identity and Wallet Standards working group repository, I suggest adding a 'Summary' table to the README of this repository.
