Reenable TCXO on Sparrow 4" like devices and fix restoring TCXO state on boot.

Two small fixes:

  • Sparrow 4" has TCXO temperature sensor, so enable it on that type of board.
  • TCXO state stored in EEPROM was read from EEPROM on boot but then zeroed in memory.
