Can't you use PG_VERSION_NUM instead? That will point to the more recent libpq version (at least in /usr/include/postgresql/pg_config.h), even if pg_config is older.
apt.postgresql.org has been supporting arm64 (=aarch64) for some time now, but only for buster and newer. (I forgot why, but there was some reason that made stretch unsuitable for arm64...
Stretch is 6 weeks away from the LTS EOL, so I don't think it makes sense to fix that now, only to tear it down again at the end of...

It fails like that with PG 10..12. PG 13+ is ok.
This is a bug with PG10..12 that prevents me from updating the pg-cron Debian package to 1.4.2.
