Added a `Auto-replying` yml workflow

Added an auto-reply GitHub Action that automatically comments and labels new issues and pull requests in the gitanimals repository. It ensures contributors get a friendly welcome message and labels are applied automatically.

Every popular repo have this setup. So it is necessary to add this workflow here.
