Spike windows installation test setup

As a developer I want to test installation to ensure it works when users install git phlow.

Figure out how to spin up a windows machine and run installation tests. And figure out how version compatibility is tested regarding powershell and git bash.

Windows server 2016 shares the same core of windows 2010 and therefore should be sufficient to run an installation test with chocolatey
