Feature: Integration of notification with scoop (get restart information) service

We wanted to get alerts or notifications of last restart information which scoop service have .

🎤 Pitch / Usecases

Lets If any pod of target cluster getting restarting, now we are able to see the detailed last restart information over Devtron UI using the scoop service but right now we do not have its integration with notification so we can get the notification as well.
