Feature: Option to add CA.crt in image-scanner

🔖 Feature description

Right now in our case we are using harbor registry for container registry which uses self hosted CA, and we are enabling image scan option in Devtron it's failing to scan.

🎤 Pitch / Usecases

Image scan should be able to pull and scan the images from harbor registry with the CA added on container registry of global configuration at Devtron.
