Feature: Need option to configure Job runner resources

There should be an option so that users can configure the resources for Job Runner.

🎤 Pitch / Usecases

Right now lots of resources are being wasted because Devtron Job and ci run on the same resources and Devtron Job it's not even require this much of resources.
