Add support of scoped variables in helm apps.

🎤 Pitch / Usecases

I have deployed prometheus helm chart across 10 different environments. I have configuring credentials in this chart. It would be great if these credentials are derived from scoped variables if i am rotating the credentials. I will change at one place and deploy the charts rather than making change at various places.
