Feature: Fix Sidenav on Collapse

🔖 Feature description

Every time when you hover on SideNav of Devtron, it expands. It would be great if we can have a feature that would fix the SideNav once it is collapsed and then when you hover on icons it will just give the menu name instead of the SideNav expanding every time.
