One cannot create cd pipeline for same environment in same app

Summary

Right now if a user craete an app then he can't create two cd pipelines for the same environment in that app. To achieve that users have to create a new app to deploy in the same environment.

Proposal

The naming convention that is being used is the reason behind that have to implement on same I guess.
