I think we need to move CONTRIBUTING.md from docs directory to the root one I added hacktoberfest label, let's apply it to the issues!

Not entirely sure, but I think the label can also be applied directly to the community so it won't need to be manually applied to each repo (for example the tfs or artifactory-cleanup).

I've found only Most used topics - but it probably gets from the repositories in the community image
