hostmanager isn't getting updated when provisioning a puphpet configured machine

Apologies if this is puphpet specific, but I thought it would be worth posting an issue here as well in case the problem is on the plugin end!

I'm having the same issue. New computer, fresh install of everything. Attempting to create first VM and PuPHPet finishes successfully but my /etc/hosts file is not getting updated. Even when I run vagrant hostmanager to force the update it does not work.

@litzinger please provide an output of your Vagrant file excluding secrets.
