Ability to Move localDev Database to Test

The requirements would be that the software_workflow option would be set to upstream. That makes test the central location for data and normally the database would get dumped and committed to the develop branch if one hadn't been done for the day (as YYYYMMDD.sql). To have the database restored instead from a newly dumped file from localDev, the file would have to have today's date and have the format of YYYYMMDD_override.sql
