"devon dotnet create" should create new project in current workspace

As a devonfw-ide user, I want to be able to create devon4net projects in an analogue way as for devon4j or devon4ng so that I have a consistent UX. However, devon dotnet create does not actually create a new project. Instead it copies the templates as is always to the same directory $DEVON_IDE_HOME/Templates.
