Consider integration of snyk

As a devonfw-ide user, I want to be able to install and manage snyk CLI as part of my IDE so that I can use it in my project seamlessly.

Acceptance criteria:

  • [ ] UrlUpdater implemented and available in ide-urls
  • [ ] snyk commandlet added with ability to setup and pass args as command-wrapper.
