Python not cleaned after installation and not reinstall on every ide-update

Expected behavior

As a user, I want to install python so that after installation there should be no installation files in the folder of devon. Although the version is already installed, it should not recompiled at every IDE-update.

Actual behavior

Every time at devon ide setup Python is reinstalled, although the version is already installed. Python is compiled in the main folder and the folders are not cleaned up afterwards.

Steps to reproduce (bug) / Use Case of feature request (enhancement)

1. in conf/devon.properties: export DEVON_IDE_TOOLS=(python)
2. devon ide setup
