New WhatsApp Message Limit

Is your feature request related to a problem? Please describe WhatsApp are introducing a new limit to the number of non replied messages that are sent to individuals and overall source. This will stem spam bots but means we need to know about it otherwise get banned.

Describe the solution you'd like

API feedback from a send message attempt and a webhook event when the warning is shown to avoid any further sending.

I found useful to use a cadence control, like a message queue, using Redis. Basically incrementing (INCR) a key with a timestamp will do the trick, but you can also use Bullmq or kafka to generate this. Of course would be perfect to have this integrated into WAHA.
