ndstool shipped by dkp doesn't match the code hosted on this repository

I was looking into handling the dsi device list in my homebrew, but I noticed that the device list entry in the header was not being set at all, even tho a commit has been pushed 2 years ago addressing that https://github.com/devkitPro/ndstool/commit/328d9fdf6b600ec033eb9df65d3d4cb85d38d9fe#diff-916a50e65c6b878fd3d13e74249a11a2753cd18c3846cffbcab9d42857250c50R745, after further investigation, I noticed that dkp ships a way more recent version of nds tool Nintendo DS rom tool 2.3.1 - Jan 8 2024 (as the program prints when its run), where are the sources for this newer version hosted? Also, why does the shipped version seems to lack the commits for version 2.2.0 hosted here?
