Multilateral profiles download and print CANNOT GET

Describe the Issue When clicking download and print for the multilateral profiles you get this arror: Cannot GET /pdf/multilaterals/IDA.pdf

To Reproduce Replace the content below with the steps to reproduce the behaviour.

1. Go to 'multilateral profiles'
2. Select institution
3. Click on 'download and print'
4. See error

Expected Behaviour It should be possible to print the pdf on screen.

Additional Context I think we had this error before, but I thought we had fixed it. What do you remember @edwinmp ? We could remove the download and print button in the immediate as a stop gap solution if find the actual fix is going to be long?
