Re-linking Other official flows (OOFs) in detail on the digital profiles

Describe the Issue The OOF data under in-detail international resources currently shows up to 2013 only on the right hand chart when it should be possible to go up to 2016.

To Reproduce Replace the content below with the steps to reproduce the behaviour.

1. Go to 'A country digital profile (one that provides or receives OOFs such as India as a recipient or South Korea as a donor)'
2. Click on ' EXPLORE DOMESTIC AND INTERNATIONAL RESOURCES: international resources'
3. Scroll down to 'IN DETAIL INTERNATIONAL RESOURCES'
4. Click on 'Choose a flow for more details'
5. Click on 'Other official flows'
6. Scroll to '2013 or previous year'
7. See error: data available up to 2013 only when should go to 2016.

Expected Behaviour The in-details OOFs data should have data running to 2016.

Additional Context This should link to the dataset 'fact.oof_constant'. However it seems that it is possible this has not been updated for two years or more. I am unsure what dataset the charts currently link to.

Requested Delivery Date: 30/11/2016. Mid-priority and useful to gain understanding on how these visuals take data in as we may need to add further data too them, such as remittances, FDI and repayments on ODA and OOFs.
