[BUG] `CONTRIBUTING.md` is outdated and should just link to the new contributing guidelines

Bug description

CONTRIBUTING..md is full of outdated information, that has been superseded and replaced by the new wiki pages. However not all of the info from the CONTRIBUTING.md has been copied over to the wiki, so that will also need to be done.

Possible fixes or solutions

1. Add all the relevant content from CONTRIBUTING.md to the wiki
2. Replace all the content of CONTRIBUTING.md with a link to the wiki pages.
