Describe the feature Atualmente as migrations estão funcionando com a cli do golang-migrate, e por isso quem for rodar as migrations vai precisar instalar a CLI para poder executar o comando. A ideia é abstrair isso em um package do projeto onde o user possa rodar um go run [nome-do-pacote] e ai realizar as operações de migrations que ele deseja.
