OSMesa user exists but user page errors

When we navigate to a campaign page, we get users for that campaign from OSMesa. When clicking on a user, if that user is not part of the users table, the user page errors.

Fix: Create dummy entries for users when they don't exist in the database or separate getting users information (e.g. country) from the OSMesa data in the /api/users endpoint.

@kamicut with thenew OSMesa schema I imagine this might no longer be an issue? Can you confirm?
