Consider whether it's ever worth it to perform earcut in rust from python

I could prototype with https://github.com/skogler/mapbox_earcut_python. It's available both on pypi and on conda-forge. But maybe eventually it could be worth it having a geoarrow-earcut 🤷‍♂️
