chore: update devcontainer comments

Summary

Refresh the devcontainer Dockerfile comments to list updated OS variants and reference the new devcontainers/images source, bump the default variant to Debian 12, and fix a minor comment formatting issue

Enhancements:

  • Update supported Debian/Ubuntu version choices and bump default VARIANT to debian-12
  • Point base image references to the devcontainers/images GitHub repository

Chores:

  • Add missing space in the docker group comment
