add headers for all the run/pen locations

my hat needs to connect to the RUN header(s) which is messy as it is in different locations on different pi versions.

I'll do what I can to make this happen and send you a PR.

Unless you are aware of this already existing somewhere?

I just dropped connectors all over my board. If someone wants them on the RPi_Hat_Template I'll give it a shot.
