Add chapter for PHP

I'll try to compile some text around PHP's history, some entry level concepts and code.

@crejk Why the downvote? You want it, or do you hold the opinion that the most deployed back-end language on the web is not worthy a mention in a programming book?

@Skayo I don't really think that it's the case here. He has right of his own vote, he can justify it or not.

Btw, getting swamped just because one person, in this case 25% of total voters is opposing is really, really wrong. Why do you care about this? Just do your thing, don't look at inconstructive people.

@KrzysztofSzewczyk He hasn't contributed a single thing (as far as I remember) to this project. So no, he doesn't have a right to vote in my opinion. Especially if he doesn't even reason it.

But you're right, that's not a reason to kick someone...

Well, for me, he has right of vote. He can express it, but it's just up to us to decide is his opinion worthy or not.

It doesn't mean I like people behaving like him - I personally hate them, although it is necessary to ensure that justice, not personal opinion, is done.
