IBM Watson also requires a credit card

This is a suggestion for an edit to the wiki. Both the pages that describe how to configure Google Cloud and Microsoft Azure say "you may need to add a credit card to activate the account". However, the IBM Watson page does not have this information. I tried to create an account with IBM, and it indeed also wanted a credit card. It would be informative to put this information in thi wiki.

(FWIW this step failed for me anyway, which was frustrating!)
