Create Tag with Message

Describe the feature or problem you’d like to solve

It's not possible to create a new Tag with a Message on it. We use the message as part of our CI/CD pipeline, therefore, we can't use Github Desktop for our daily work.

Proposed solution

Add a Message Input Text Field in the Create Tag dialog.
