Start: #7679

  • Bump to cmake 3.24 to use the find package parts of Fetch Content
  • Use Fetch Content to get:
    • google test
    • tomlplusplus

its a start to removing meson for sure, it maybe the only ones that are used for all oses. we might consider if we should fetch any other items linux
