To prevent ad spammers and hackers, we should have the user enter in a randomly generated and hard for the computer to read phrase when making an account and when entering an excessive amount of comments in a short period of time.

I like this idea. May I suggest we use reCAPTCHA (http://www.google.com/recaptcha/whyrecaptcha) it helps to digitize books.
