[Feature Request] Drag-and-drop executability function.

A file or folder is selected and drag-and-dropped onto a target file (.bat or .exe for example) to open the selected file using the target file. The target file might be a .exe or .bat, or otherwise a file meant to be opened with an executable. This feature currently exists in more recent versions of Windows Explorer, but not in any portable explorer app/software I've come across so far.
