Resetting Option "Default File Manager" to "Don't replace Explorer" does not work on Windows 10 LTSC 1809

Similar bugs have been posted about this before but this error is a bit different from the others.

When trying to reset the default file manager back to File Explorer, it throws an error saying "The system cannot find the file specified."

Currently, I'm running Windows 10 LTSC 1809, and it has a weird "feature" (Not sure if intentional) where it defaults to running the C:\Windows\system32 version of "explorer.exe" rather than the one located at C:\Windows. This causes a variety of issues, notably the inability to run "explorer.exe" from the task manager if it crashes; you have to input "C:\Windows\explorer.exe" instead.

If I recall correctly, this does not occur in Windows 10 Home\Pro\Enterprise installations.

This is mainly an assumption as other programs in the past have had issues calling the correct explorer executable (Insync for those that are curious).

As such, I'm not sure if this is actually the cause, but hopefully it steers someone in the right direction. Cheers.

In addition: I tried enabling the option while running Explorer++ in Administrator mode as well as shifting the environment variables around to set "C:\Windows" above "C:\Windows\System32" to no avail, still throws the same error.
