Publish packages to winget automatically

Goreleaser supports auto release with winget. Now we should be able to create pull requests in winget-pkgs repo with new packages.

@derailed I hope it's ready for review. Before merging it, please fork https://github.com/microsoft/winget-pkgs repo into github.com/derailed path to make sure you can create PR in the Microsoft repo. If you get any errors please let me know! Thanks!
