Selenium: consume Selenium 4 API if/when we decide to switch

I put up #1027 to use Selenium's newWindow API, but Selenium 3 doesn't support it. While Selenium 3 needs support, there's a workaround on #1031, but we would likely want to update to use newWindow should we drop support.
