Selenium: If/when we decide to drop support for Selenium 3 consume Selenium 4 API

We have implemented a workaround for Selenium 3 for getting the about:blank handle <insert PR>. This is not ideal as we are assuming it's the about blank handle that could not be the case. If/when we decide to move to the Selenium 4 API newWindow we should un-draft https://github.com/dequelabs/axe-core-maven-html/pull/392
