autocomplete fields dropping characters on high side

not as bad as last time, but definitely noticeable. also see #372 for related problem (can't type in name field for approvals b/c characters drop too quickly)

Note for future development: We've seen this only randomly and in production in Internet Explorer. When typing in autocomplete fields, characters will randomly drop from being typed. So someone will type 'hello' but only 'helo' will show up in the field. We cannot reproduce this in development or in any other browsers.
