Might this be because it has no compass? Cant see that in the required features in the manifest on this repo.

No - this is because the playstore only provides 64 bit binaries and does not supply the older arm binaries as part of the apk. ATAK will work without a compass. If that is a requirement you can get the apk from tak.gov.
