Added VAProfile::ContactInformation to Betamocks Setup

Summary

VAProfile::ContactInformation service is replacing PCIU service. VAProfile::ContactInformation was added to the betamocks setup for developer setup. EVSS::PCIUAddress references will be removed after service has been depreciated, in this ticket.
