Resolves APPEALS-43138

Description

-Remove hard coded transcription contractors data -dynamically add transcription contractors from the database to show in drop down in TranscriptionDetailsInputs.jsx -Added method to transcription_contractors.rb table to get list of all contractors -Added ability to hand up the transcription_contractors thorugh the hearing_serializer.rb
