[Bug]: https://dash.deno.com/playground/ is a 404

Problem description

If you take a URL like https://dash.deno.com/playground/my-app-123 and truncate your app, you get a 404. I'd expect to get a place to create a new blank playground or something.

  1. go to https://dash.deno.com/playground/
